He was born in Wapping in 1827.
After his marriage to his wife, Emma, he lived first at Bovington Road, Bocking, but by 1863 had moved to Northfleet, living at 3 Huggen's Cottages. They had ten children, Allen 1859, Eliza ?, Alice 1862, Alfred 1864, Joseph 1864, Emma 1865, John 1866, Kate 1869, Annie 1871 and Louisa 1873.
By the 1881 census they were living at 1 College Road, Northfleet and he was recorded as being a general labourer. His niece Alice Handley was staying with the family. He later went into the greengrocery and gardening business with his son, Allen Handley, and ran a shop from 1 College Road.
On 19th February 1881 a local newspaper reported that a mr Pierce Wiseman claimed 8s.6d. from Allen and his son's grocery business, the balance of an account for the purchase of market garden produce which the parties had agreed to divide between them. The judgement went against the Handleys, with Allen Alfred claiming that his son had incurred the dept. The case was reported again on 26th March 1881, when the Handleys unsuccessfully sued Wiseman for £1 paid for onions.
On 18th October 1890 he was found drowned in a pond at the bottom of Stonebridge Hill, Northfleet, he was sixty-three. His death was reported in the Gravesend Reporter and an inquest recorded that he had fallen into the pond while walking a pony on a foggy night, there was no evidence of foul play. His was the fourth death in the same pond within four years.
He was buried in St Botolph's Churchyard, Northfleet.
