Professor Utter was commissioned to write the second volume of the monumental six-volume, A History of the State of Ohio, which was published originally in 1941 under the auspices of the Ohio Historical Society.
This second volume,
The Frontier State: 1803-1825,
covering the time period from 1803, when Ohio became a state until the end of the first quarter of the nineteenth century. Utter demonstrates his wide-ranging historical knowledge of Ohio during the formative period of this first state in the Northwest Territory.
