He was born 10 March 1921 in Lamar Co, TX. He was the son of Emelie (Hunt) and Captain William Warren Powell.

Of note regarding family names, he was actually the IIIrd in the line of William Warren Powells. His military name of record, however, as shown on the military headstone, indicates a suffix of 'Jr'.

He enlisted 10 Aug 1942 in Houston, TX. He was on a night time combat training mission when B-24E# 42-7119 crashed due to mechanical failure over Weed, Siskiyou Co, CA. He did not survive the crash. He died attempting to save his fellow crew member, Sgt Kennedy, in assisting him to exit the aircraft when his gear became hung up on the waist door opening.

He is buried in Mount Calvary Cemetery, Austin, TX, along with his parents.
