He served as Director of the United States Mint in Philadelphia from 1879 to 1885, serving also as Chief Coiner during that time.

During the Civil War he helped raise a regiment of infantry, and was elected its Lieutenant Colonel, although he was never mustered in that rank and did not serve with it after it was accepted into the Union army.

As a Private in the First City Troop, he served in the field with the company as it participated in the 1863 Gettysburg Campaign, as it was commanded by Congressman Samuel J. Randall.

Prior to his term as Mint director, he served as Philadelphia's Postmaster from 1875 to 1879.

After his Mint director term he served in a number of diplomatic posts, serving as United States Minister to Romania, Serbia and Greece from 1889 to 1892. From 1892 to 1893 he served as United States Minister to Spain.

He rose to become Captain of the First City Troop, and commanded the unit during the 1875 Coal Miners Strikes in Pennsylvania.
