Friends and colleagues of Plainfield Animal Control Officer Theresa Foss remembered her Friday as someone who was devoted to her job and loved animals.

Foss, 47, who had been hospitalized at Yale-New Haven Hospital since Sept. 29 after a pit bull lunged at her and knocked her to the ground, died Thursday.

State Animal Control Officer Linda Wenner said that Foss, who was president of Connecticut Municipal Animal Control Officers Association, was devoted to the education and training of animal control officers. Wenner said that Foss wanted to raise the level of professionalism in the field.

"It seems so impossible that someone so young can be gone," Wenner said. "People are just in shock trying to accept the news."

Wenner said Foss, who sustained a head injury during the attack, died of organ failure.

Wenner said she spoke to Foss three or four times a week and met on a weekly basis.

"We were a good team," Wenner said. "She was a dedicated person. Other than her family, her job was important to her."

Wenner said Foss leaves behind a husband and three children.

Plainfield Police Chief Robert Hoffman said that everyone in the department was saddened at the news of Foss' death.

"She was a great animal control officer," Hoffman said. "She loved animals. She was always there when you needed her. She did her job and she did it well. She preformed an important function."

The Connecticut Municipal Animal Control Officers Association recently held its annual conference Sept. 17 in East Hartford, where the main topic was animal control officer safety.

Foss presented Groton Animal Control Officer Donna Duso with an Animal Control Officer of the Year award.

Duso said she didn't know Foss well but they would interact during the annual conferences.

"I've always heard good things about her," Duso said. "It's such a tragic loss."

New London Animal Control Officer Tonya Rivers said the news of Foss' death is devastating.

"It really brings home the idea that it could happen to anybody," Rivers. "It's such a loss."

Foss, a 17-year veteran, responded to a call at the Roberts' residence at 270 Green Hollow Road about 10:48 p.m. after it was reported the dog would not let a resident exit the house. The dog alternated between pawing at the front and rear doors of the house, police said. The dog does not belong to the Robertses.

Foss arrived at the scene and was knocked to the ground by the dog. When the Robertses saw the pit bull about to go after the downed officer, resident Ron Roberts fired two or three shots from a .22-caliber rifle at the dog, which yelped and ran away, police said.

Two days after the incident, police ticketed the dog owner, who said he shot and killed the dog because he did not want it to injure anyone else.

Hoffman said the dog did not bite Foss.

Calling hours are scheduled for Monday from 5 to 7 p.m. and at 9 a.m. Tuesday at the Gagne-Piechowski Funeral Home in Jewett City. A funeral Mass will be said at 10 a.m. Tuesday at the Lighthouse Church of God in Plainfield.

Theresa was born January 3, 1962 in New London, daughter to James Wichael and Jean M. Robak. She was married to Kevin Foss in Groton on November 9, 1985, he survives her. Theresa was a trusted and valued member of the Plainfield Police Department for seventeen years. She was also a dedicated member of the Connecticut Municipal Animal Control Association. Theresa was an animal lover and an avid volunteer with many organizations. Among them were the varsity cheerleading coach at PHS, active Booster Club member at PHS, Southern New England Youth Football Cheer Coaches Association and a certified Judge of the National Cheerleading Association. Survivors include daughter Tamra C. Foss, who is expecting Theresa's first grandchild, sons David T. Foss and Tyler J. Foss all of Plainfield. Along with five siblings Michael P. Wichael of Norwich, Lawrence V. Wichael of Plainfield, Dawn R. Wichael of Norwich, Donald O. Wichael of Sprague and Barbara J. Cooper of Norwich. With many nieces and nephews and beloved Australian Shepherds. Funeral services will be held Tuesday at 10:00AM at the Lighthouse Church of God, Plainfield.
