Patrolman August Baker was born in 1849 in Cumberland, MD. He joined the Cumberland Police Department prior to 1900.

In Shantytown (an area adjacent to the C&O Canal in Cumberland) on October 3, 1907, while placing William Burns under arrest, he was shot by Burns, who was then subdued by several citizens and taken to jail.
