Only son of Lyle LaMier Fulton and Dianna Lee (Avery) Fulton. He was a stepson of Phyllis Elaine Fulton. James was born at Kincheloe AFB near Kinross, Michigan, where his father was on active duty with the U.S. Air Force at the time. Although no longer married at the time of his death, James had two children by two marriages, Timothy James and Alyssa Kay LeAnn. James was legally blind as a result of multiple schlerosis. He died when struck by an automobile while walking along a highway near his home. He is survived by his parents and step-parents, his children, his sister Laura, step-brothers Dan Bright and David Bright, step-sisters Vickie Moore and Carla Hallman.

James was named in honor of his two biological grandfathers, James Immel Fulton and Russell Ford Avery. He was most commonly known by his nickname, "Boomer", given to him by his father the day he was born. He had a tremendous cry that simply "boomed". The nickname remained for his entire life.

James was entered into the ABF virtual cemetery as he is the only son born to ABF Road Driver Lyle Fulton.
