Susannah was the 3rd of 10 children (2nd daughter) born of Josiah Willard (1692-1750), commander of Fort Dimmer, and his wife Hannah Wilder (1690-1736). Susannah's siblings were: Josiah Jr. (1716-1786), Abigail (b. 1718), Lois (b. 1722), Nathan (1726-1784), Prudence (b. 1727), Oliver (1730-1810), Sampson (b. 1732), Josiah 3rd (b. 1734), and Wilder (b. 1735).

Susannah married, in December 1743, John Arms (1722-1770) by whom she had 6 children (3 sons and 3 daughters): Willard (1744-1751); Susannah (1747-1775); Josiah (1750-1803); Hannah (b. 1753); Lucinda (1757-1833); and John Willard (1759-1783).

After Susannah's husband John died in March 1770, she continued to operate the Arms Tavern in Brattleboro until succeeded by her son Josiah who was its operator by at the least September 1782 when his inn was under the jurisdiction of Vermont as enforced by a detachment of its militia under the command of Brigadier General Ethan Allen .
