William was the last of seven children born to David Dutcher and Mary Elizabeth (Hoodenpyle) Forest in Ozark County, Missouri. Mary died from complications from his birth 27 June 1877. He was a pioneer settler of Arkoma, LeFlore County, Oklahoma, having built the first store building and post office at Arkoma. He served as postmaster there from 1910 to 1925. He was a member of the Odd Fellows Lodge. He married Mamie Josephine Berry on 11 Feb 1900 in Sebastian County, Arkansas. They had 3 children. Homer and Bertie are also buried at Forest Park. Mamie and son David are buried in Denver, Colorado.
