Son of James Milton Brooks and Mary Elizabeth Woodley. He was born on the family farm near Carthage in Rush County, Indiana. In 1910, when he was 23 years of age, he was still living at the family farm where he grew up, working as a farm laborer. His father had never fully recovered from from chronic diseases that he contracted during the Civil War, and his ability to do physical labor was limited.

By 1920, he was still living on the farm. His two brothers, Frederic and Roy, were working on the farm as farm laborers. Walter worked as a plasterer, but he still helped on the farm part of the time. He was 33 years of age.

According to his sister Hallie, he never married. He was found one cold morning in April, 1966, frozen to death.
