Virginia was the daughter of Emma Elizabeth Proctor and Roland Dann, granddaughter of Bertha Viola Hart and James Cornelius Proctor and Stephen Dann and Priscilla Jane Roberson. She married Charles Ralph Webb, from Illinois, and had 2 daughters, Judy Elayne Webb Malone and Carol Ann Webb Dascoli. She has 3 grandchildren, Charles William Malone, Kevin Patrick Malone and Laura Theresa Dascoli. She has 3 great-grandchildren, Kyle Andrew Malone, Ryan Patrick Malone and William Anthony Bartee II. In later life, she married Forest Andrew Grose.
