William Richard or Rhom/Rom (think I have seen both plus there is Rhom/Rom Henry Lee Jacobs, as descendant). Son of Walter and Rebecca (Kemp or Kempt) Jacobs. Early settler of the newly created Hardeman county about 1823.

He was a farmer, landowner, tax collector and justice of the peace.

Father of eight children with Sarah Bass-Jacobs who he married in the Little Courthouse in Bolivar in 1824.
