Fred was born in Belvidere, New Jersey. He was the oldest son of Frank S. and Nettie E. (Mensch) Joiner. He was the husband of Marion B. (Eder) Joiner. According to his obituary in The Central New Jersey Home News (New Brunswick, New Jersey) He was secretary of the Business Men's Building and Loan Association. He was educated at Blair Academy, and at Williams Collage in Massachusetts. For many years he was sales manager of the Neverslip Calk Company, until the firm went out of business, and then he joined Harry Beldon in operating the Cadillac automobile agency. He was survived by his wife and two children, Richard and Elizabeth Joiner. He was also survived by his brother Rev. Franklin Joiner.
