2nd & 4th Prime Minister of the Cook Islands. A member of the Cook Islands Democratic Party, he served as prime minister from 25 July 1978 to 23 April 1983 and again from 16 November 1983 to 29 July 1987. Prior to becoming prime minister, he studied at the University of Otago in 1945. He then served as Medical Officer in the Cook Islands working to improve the country's health system. In 1952 he went to Harvard University completing his Master of Public Health. He then worked for various branches of the armed forces as a research physiologist before joining NASA to work on the space program. He was one of 20 chosen in 1958 to plan the Apollo missions to the moon and contributed to the life support system in animal and manned space capsules. Returning to the Cook Islands, he founded the the Cook Islands Democratic Party in 1971. He then became prime minister. He is best remembered for changes made to the constitution and a new flag. After leaving his post, he designed and built the Polynesian voyaging canoes Takitumu (1991-1992) and Te Au o Tonga (1994-1995), and sailed them to various Pacific islands.
