Born in the village of Tavolozhka, now the Petrovsky district of the Saratov Oblasts. Was one of the serfs, set free by the landowners Bakhmetevs. He studied in the village of Demkino at a rural school and in the city of Penza at a district school. At first he was an assistant to his father - a clerk, and after his death and before the revolution of 1905 he managed the same estate of the princes Obolensky in Condole. In 1935, together with their son Konstantin Ilyich and granddaughter Rakhil Konstantinovna, they were arrested and deported for five years to the city of Irgiz, Aktobe region, Kazakh USSR. The granddaughter's verdict was canceled a month later; Ilya Ivanovich was deported to Omsk a year later, where he served the remaining term.

According to some reports, when Constantine in 1937. was arrested, Ilya Ivanovich Mozzhukhin reached the Omsk region to the relatives of his son Alexei, where he died around 1938.

According to the recollections of NN Boldyrev, Ilya Ivanovich died after the second arrest of his son Alexei (ie around 1931-1932) "from shock", so the Mozzhukhin family arrived in Omsk without him.
