16th President of Paraguay. He served from November 25, 1902 to December 19, 1904. Prior to becoming president, he joined the military at an early age and attained the ranks of sergeant major, commander of the cavalry forces, lieutenant colonel and Ensign of Cavalry. He then became a member of the Colorado Party. From 1898 to 1902, he was Minister of War and Navy. He became president after the incumbent was overthrown. He is best remembered for stabilizing the currency and the budget. Exports of tobacco, cotton and leather to Europe increased. He made some advances in education. In 1904 a revolution broke out that resulted in his overthrow and with it, the end of the republican government and the beginning of the liberals in power. After his dismissal, he withdrew from politics and began a simple life.
