Felix was born in Port Arthur, Texas on December 3, 1937 to Lessie and Eugene Barker. He served in the U.S. Army reserves for several years. He retired from Texaco/Motiva as an Instrument Technician after over 40 years of service. He served on the Port Arthur City Council for over 8 years as a councilman of District #2. At age 69 in 2007 Felix ran for Port Arthur Mayor
but lost the election.

He was the President of the Port Arthur Neighborhood Action Council and the President of the Concerned Citizens of Lakeview, Texas and very active as a member of Port Arthur Founders Lions Club, IBEW, Greater Port Arthur Chamber of Commerce and the Trinity Baptist Church.

Felix was an avid golfer. In 2007 he played in the Senior 65 Plus Game at the Babe Didrikson Zaharias Memorial Golf Course in Port Arthur, Texas which was played in the Florida Scramble Format. The team of Murphy DeMarcy, Tommy Holland, Sheldon Arnaud and Dwain Morrison tied for first with the team of Jack Calhoun, R.C. Russell, Art Miller and Felix Barker. Both teams were minus 11.

He was preceded in death by his wife of over 26 years, Wanda Sue Barker (she passed away on September 22, 2003). Also by his brothers; Eugene, Milton, Aubrey as well as his parents;
Eugene and Lessie Barker.

He is survived by his children from his first wife and his step-children; Mitch Martin, Mark Sowders, Susan Boyd, Dorothy Brown, Mary Jean Butterbaugh, and Melody Brown, along with grandchildren and great-grandchildren.
