Son of liberal politician Juan Jose Baz, secretary of government, 1876, and Luciana Arrazola. His brother Maximiliano Baz was a public defender in the Federal District of Mexico. He studied at the National Preparatory School, Mexico City and received an engineering degree from the National School of Engineering in Mexico. He was a Federal Deputy for the State of Mexico from 1876 to 1890. Later he was the Federal Deputy for the State of Michoacan from 1902 to 1904. He was the official Secretariat of Foreign relations in Mexico, first secretary of Mexican legation in Paris and the charge d'affaires in the Mexican embassy, Paris in 1904. He was also a prolific writer of poetry, plays and books on Mexican history.
