This shrine is dedicated to the spirit of Admiral Heihachiro Togo, considered by many to be Japan's greatest admiral. He was the naval hero of the Russo-Japanese War, the mentor of Emperor Hirohito and father of the modern Japanese navy. Togo is considered by many Japanese to now be a divine soul. The shrine is a site for spiritual contact with him. His physical remains are interred at Tama Cemetery in Tokyo.
