Statesman. 15th President of Costa Rica from 1890 to 1894. Prior to his election as president he was one of the best Costa Rican lawyers of his time and rose to prominence as a judge of the Supreme Court of Justice. As president, he is best remembered for his achievements in education like establishing night schools for adults in the national capital and larger cities. He established telephone service in the capital and the provinces. He started construction on the National Theater. He promoted European emigration to bolster the agricultural development of the country.
