Clarence was a son of Joel Lee Monasmith and Sarah Elizabeth Dugger. In 1888 his parents left Formoso, Kansas and moved to Kechi, near Wichita. As a boy, Clarence helped on the farm and attended school in Kechi.

He enlisted in Company E, 32nd Regiment, U.S. Volunteer Infantry on 29 July 1899. He was sent to Orani, Bataan, Philippines, where he served as a Scout in the tropical jungle of the Bataan Peninsula. He was discharged at the end of the war on 22 March 1901.

Clarence chose not ship back to America, but stayed on in the Philippines. He was hired on 7 August 1901 as a "First Class Patrolman" by the Manila Metro Police. He remained at that job until 12 June 1905.

After nearly six years in the Philippines, Clarence returned to Wichita, where he again found work as a policeman. He met Ruby Estelle Slote in 1906 while walking his beat, which took him past the millinery shop where Ruby worked. They were married on 18 March 1908.

In 1909, Clarence and Ruby moved to Aransas Pass, Texas. Clarence did not find steady work, so they moved again late in 1910, to Texas City. Their first child, Maurice was born there in April of 1911. In 1912 Clarence was hired as the first town Marshal of Texas City.

They returned to Wichita in 1917, where Clarence found work as a carpenter. He built himself a house at the corner of Arkansas Avenue and 20th Street North, which still stands 100 years later. Their second son, Harvey was born there in May of 1919.

Through the 1920's and 1930's Clarence worked as a carpenter, a construction contractor, a labor union organizer, and finally as the Custodian of the Sedgwick County Court House in Wichita.
