Adolphus is the son of William Penley and Mary Ferguson Penley.

Adolphus Penley Sr., lived on the south side of the Blue Ridge, twelve miles from Boone, North Carolina, on Joes Fork of Buffalo Creek, known as Penley, or Penly.

Watauga County was established in 1849. Adolphus was the first County Clerk of Watauga County, elected by the people. He was a man of great intelligence, and a magistrate for many years. He served as Postmaster at the Penley Post Office.

He was also a magistrate for Blueridge Township, Watauga County, North Carolina, called Blowing Rock.

Adolphus served as a Private in the Civil War, North Carolina CSA, 1st Regiment, North Carolina First Calvary (Nineth State Troops), Company D; Enlisted: 01 September 1863; Discharged: 1865 He returned home unwounded.

A History of Watauga County, North Carolina: Sketches of Prominet Families, also states that he was a "Great Hunter"
