Born in Harrison County (now Marion Co.) Virginia, Hall was a member of the Virginia Convention of 1861 and voted against the Ordinance of Secession. Hall was tried for treason against the Confederate State and condemned to execution. He avoided execution and became a member of the Wheeling convention that attempted to reorganize the state government on a loyal basis. He was also a member of the convention that formed and adopted West Virginia's first constitution. In 1865, Hall served as the Attorney General for West Virginia, then as a Judge of the Circuit Court. Due to his wife's health, he retired to Santa Barbara and purchased a home in Montecito where he practiced law.
