Elsa received an undergraduate degree from Otterbein College and an MBA from Xavier University. She was active in the Republican Party since the 1980s when she became President of the Capital City Young Republicans Club. She was active in public service throughout her career at both the State and County levels. These included: County Recorder & Auditor’s Office, Ohio Industrial Commission, State Auditor's Office, County Treasurer's Office as Chief Deputy, and most recently the State Attorney General Office as Administration Director of the Ohio Bureau of Criminal Identification & Investigation. Served on the Franklin County Republican Central and Executive Committees.She was an award winning Executive Board member of the Central Ohio Association of Governmental Accountants, was very active in the Junior League of Columbus and was a member of the Crichton Club. She was a passionate and loyal woman who was a faithful wife, friend and family member. She especially enjoyed helping others and spending time with family and many friends.

Cause of Death: Hit by a train.
