Charles D. Bell, 83 a prominent Wellsburg Attorney with a distinguished record of faithful service to Bethany College and his community passed away Monday, September 4, 2006 at home.
Mr. Bell was born on January 23, 1923 in McKeesport, Pennsylvania a son of the late Charles R. and Bertha Davis Bell. He is also preceded in death by his First Wife, Mary Wilkin Bell on May 17, 1971, a son William D. Bell on January 31, 1981 and a Brother Robert Bell.

Charles earned a Bachelor of Science degree in chemistry from Bethany College and considered a career in chemical engineering when World War II led to entry into the military. He served his country as a First Lieutenant. Upon discharge from the military Mr. Bell learned he was two credits short of entering medical school so he opted for Law School, a field that interested him in high school. After graduating from the University of Michigan School of Law in 1949, his background in chemistry led to his specializing in patent law for two years in Chicago. He soon returned to Wellsburg, West Virginia to practice law. He served as assistant prosecutor for 21 years to both J.P. McMullen and David B. Cross. He was Wellsburg City Solicitor from 1951-1955. He was President of the Brooke County Bar Association since 1985, he was also a member of the West Virginia State Bar, West Virginia Bar Association and American Bar Association. Upon his retirement of a 53 year career the Brooke County Bar Association presented him with a resolution that was signed by attorney Bill Watson that applauded Mr. Bell for "serving the mighty and the lowly with equal vigor. His talents and his zeal brought credit to himself and his profession. The resolution also states that whether serving privately or publicly, Mr. Bell was known for his "even-handedness, fairness and desire to achieve justice". He is currently Director and Secretary of Banner Fibreboard and formerly served as Director of Wesbanco Wellsburg formerly Wellsburg National Bank. Mr. Bell has been involved in the community in other ways serving as a member of the Boy Scouts of America's East Central Region Board of Directors and president of its Fort Steuben Council. He was also awarded the Silver Beaver. Charles has been a member of the Bethany College Board of Trustees since 1953, serving as its chairman from 1976-1997, and currently Chairman Emeritus, and was awarded an honorary Doctorate of Law from Bethany College.

Surviving is his wife of 29 years Marjorie (Wilt) Wicks Bell at home. One Son, Charles W. Bell and wife, Barbara of Wellsburg, WV Three Daughters, Betty Williams and husband Eugene of Eatonton, GA Peggy Hrach and husband Joe of Akron, OH Julie Ann Caldwell and husband James of Wellsburg, WV A Stepson, Victor John Wicks, III and wife, Jeannie of East Liverpool, OH Three Stepdaughters, Susan Wicks Marriner and husband Barry of Sewickley, PA Peggy Brennen and husband, Robert of Alliance, OH Ann Wicks of Pittsburgh, PA Two Brothers, Richard Bell and wife, Carol of Clinton, Conn Arthur Bell and wife, Frances of Reno, Nevada A Sister, Grace Gavlic of Glassport, PA 13 Grandchildren 5 Great Grandchildren

Friends will be received on Wednesday, September 6th from 2-4 & 6-8 P.M. at the Chambers Funeral Home 1030 Main St. Wellsburg, WV. Friends will then be received on Thursday, September 7th from 10:00 A.M. until time of Services at 11:00 A.M. at the Bethany Memorial Church with Pastor Sarah Webb officiating. Interment will follow in Franklin Cemetery in Wellsburg, WV. In lieu of flowers memorial contributions may be made to the "Charles D.
