A retired captain for the New Orleans Police Department, Lionel was born in St. Bernard Parish and lived the last fifteen years of his life in Metairie with his wife Nell. Before their move to Metairie Lionel and Nell were long time residents of the 5800 block of Marigny where they had so many neighbors and friends. Lionel was a graduate of Samuel J. Peters High School and Soule Business College. After retiring from the NOPD he worked as Chief of Security at the New Orleans Superdome and later as Director of the New Orleans Civil Defense. Lionel was a member of The Fraternal Order Of Police, Louisiana Police Officers Association, Municipal Police Officers Association, New Orleans Police Pension Board,American Legion, Veterans of Foreign Wars, Jefferson Parish Peace Officers, Holy Name Society of St. Francis Xavier, Police and Fireman's Holy Name Society, The Avalons, Bon Temps and a parishioner of St. Francis Xavier Catholic Church.
