Gerald was the son of William Wilkins and Hatie Goldie Davis. He was the husband of Marguerite Vanderpool Wilkins. Together, they had 1 son and 1 daughter. He was a city manager of many cities.

WILKINS, Gerald Davis, age 80, born Novvember 7, 1907 in Freeport, Illinois, died February 24, 1988 in Oklahoma City. He was a graduate of Waterloo High School, Waterloo, Iowa and Ottawa University, Ottawa, Kansas where he was captain of the football team and an all conference guard his senior year. During WWII he served as General Housing Manager for the Federal Housing Management Project in Wichita, Kansas. Considered by many to be the dean of municipal administrators in the state of Oklahoma, he was the City Manager of Enid, Ardmore, Seminole, Liberal, Kansas and Newton, Kansas before becoming a municipal advisor for various state agencies in 1974. At the time of his death he was assigned to the Community Development Division, Department of Commerce, State of Oklahoma, where he achieved national recognition for the establishment and supervision of the Circuit Rider City Manager Program that provides professional administration to cities throughout Oklahoma. He was also noted for the development of "Operation Pride" while City Manager at Ardmore and promoted its adoption by several other Oklahoma cities and state government. During his long career as a municipal administrator he served as the vice president and board member of the International City Managers Association. He was president of both the City Managers Association of Oklahoma in 1952 and the Oklahoma Municipal League in 1958. He was a member of the Lions Club for 25 years and served as president of the Enid club in 1967. Services will be at the First Baptist Church Chapel of Oklahoma City at 11:00 am on Saturday. February 27 where he was an active member on the Board of Deacons and previously served as Department Director of Adult IV for several years. He is survived by his wife Marguerite; son Gerald Wayne Wilkins and wife Anna Rose of Blanchard, Oklahoma; daughter Carol Kay Fisher and her husband Larry Dean Fisher; 2 brothers William Wilkins Jr. and Raymond D. Wilkins, both currently residing in California. He has 5 grandchildren David Wilkins; Darryl Wilkins; Lisa Carver; Larry Fisher, Moore and Ann Fisher; 3 great grandchildren, AJ, April Jean, and Justin Clayton Carver.
