Kenneth Douglas Millard, 90, of Vancouver, Wash., died Thursday. He was born in California and was a Navy chief boiler technician. He was a veteran of World War II and the Korean War. He was a member of the Pearl Harbor Survivors Association and the Mine Warfare Association. Survivors include his son, Kenneth Millard Jr. of Vancouver, Wash.; sister [daughter], Jane Knight of Boise, Idaho; six grandchildren; and five great-grandchildren. Services: 11 a.m. tomorrow, graveside, Greenwood Memorial Park, 4300 Imperial Ave., San Diego.
