He was a graduate of Handley High School, served in the US Navy during World War II, and earned a degree in Psychology from George Washington University.
He married June Scott on October 10, 1953, in Bedford, VA. Mrs. Babb preceded him in death March 24, 2014.
In 1987 Mr. Babb retired from National Fruit Product Company.
Mr. Babb was a member of Christ Episcopal Church.
Mr. Babb had been a member of the Winchester City Council, active with the local Spelling Bee, Apple Blossom Festival, Preservation of Historic Winchester, Friends of the Handley Regional Library, Winchester Little Theatre, Winchester Hospital Auxiliary Follies, Shenandoah Summer Music Theatre, Winchester-Frederick County Historical Society and Board of Mount Hebron Cemetery.
Mr. Babb's love of theater led to his appearance in 50 films and TV shows.
Mr. Babb is survived by two daughters and a brother.
Two sisters and four brothers predeceased him.
