Michael was the youngest of 11 children born to Irish immigrants Michael and Mary McCullough Fox in Wabasha, Minnesota.

Most of his older siblings were born in Ireland: Anna, Bernard (Mary Sophia McMullen), Bridget, Catherine Ann, Mary (John Mahoney), Patrick (died young from lightning strike), Sarah, John (Johanna Marie Lynch), and Jane. He and Elizabeth were born in Wabasha.

He married Emma Nelson whom he had met in Minnesota and he moved with her parents and siblings to the Pembina County, North Dakota area. They had four children and an infant son who died along with his wife Emma during childbirth.

In 1899 after the death of his wife, their children were sent to be raised with family members. Emmett(age 1) went to live with Michael's also widowed brother John Fox who was raising his children with his sister Sarah Fox on a nearby farm. Bessie (age 9) stayed with her mother's sister Celia Nelson Whelan Mullen and also stayed with the Foxes. Allie (age 3) was raised by Michael's sister Elizabeth Fox who eventually settled in Los Angeles and Grace (age 4) was raised by Emma's sister Nellie Nelson Fuller and her husband.

Michael continued to work as a farm laborer hiring himself out to work on other farms. In January of 1912 he went to Great Falls to work as a day laborer. He died in July from pneumonia, after suffering from chronic pleurisy no doubt caused by working in the cold climates of Minnesota and North Dakota. His brother John traveled to Montana to bring him back to St Thomas for burial with his wife and child.
