Allegedly the son of Sarah Baldwin, in 1860 he was a farm laborer living in Greenwood Township, Perry County, Pennsylvania, and later reported his occupation as shoemaker. He stood 5' 6" tall and had dark hair and dark eyes.

A Civil War veteran, he first enlisted and mustered into federal service at Harrisburg April 20, 1861, as a private with Co. D, 2nd Pennsylvania Infantry, and honorably discharged with his company July 26, 1861. He then enlisted in Harrisburg August 20, 1861, mustered into federal service there August 21 as a corporal with Co. D, 47th Pennsylvania Infantry, and re-enlisted as a Veteran Volunteer October 10, 1863, at Key West, Florida. Wounded April 9, 1864, during the Red River Campaign and again October 19, 1864, at Cedar Creek, Virginia, he returned to duty both times and promoted to sergeant January 20, 1865. He honorably discharged with his company December 25, 1865, having spent about as much service time as possible for a soldier in the Civil War.

He married Frances J. Oliver November 22, 1863, during his veteran furlough and fathered Frank L. (b. @1867), Anna L. (b. @1868), Mary M. (b. @1869), and Jessie Clyde (b. 10/26/74). By 1900, he was living in Philadelphia where he worked as an engineer and where he died of "hepatic cirrhosis."
