Francis graduated from high school in 1906 in St. James, Missouri. On March 9, 1910, Francis married Ina Barlow. He attended the University of Missouri and did post graduate work at Tulane University where he received his medical degree in 1916. He received a Presidential appointment as a First Lieutenant in the Medical Section, Officers Reserve Corps of the United States Army in 1917.
