Mina was the second of two children born to Clarence John Mawhinney and Grace M. Dyer Mawhinney. She was raised by her maternal grandparents, Jewett and Mina Dyer, at Kortright, New York where her grandfather was the owner and operator of a dairy farm. They relocated to Oneonta about 1925. Mina married to Alfred James Weir on 23 December 1937 at Milford, New York. They made their home at Oneonta where her husband worked for a time as a cook at Molinari's Restaurant and later was a car inspector for Delaware and Hudson Railroad. Mina and James were the parents of two children, a son and a daughter. Her husband died in 1966 and Mina married next to Harry James Teetsel on 12 October 1973. Mina and Harry had no children. Mina retired from State University College at Oneonta in 1974. She was a member of Saint James Episcopal Church, the Oneonta Chapter of New York State Civil Service Employees' Association, and Oneonta Business Women's Club.
