Charles was the elder of two children born to Clarence John Mawhinney and Grace M. Dyer Mawhinney. He was raised by his maternal grandparents, Jewett S. Dyer and Mina A. Simonson Dyer, at Kortright where his grandfather was the owner and operator of a dairy farm. Charles married to Hazel Elizabeth Silliman on 17 April 1938. Charles and Hazel were the parents of two children, Edith Lillian Mawhinney and Ruth Elaine Mawhinney. Charles married next to Ruth Scudder Sager on 1 January 1972 at Utica, New York. Charles and Ruth had no children. He was a baker for DanDee Donuts at Utica and before that was a farm laborer at Otsego County, New York. Charles was a resident of Little Falls, New York when he died at Herkimer Memorial Hospital of a heart attack.
