Born Aug. 18, 1990, in Kingwood, W.Va., he was a son of Walter Lee and Loria Lipscomb Moats. He was preceded in death by one brother, Samuel Lee Moats, who was killed in the same car accident; and his maternal grandfather, Samuel Alfred Lipscomb.
He had just finished 9th grade at Preston High School, where he was a member of the Junior ROTC. He attended the Howesville United Methodist Church.
In addition to his parents, he is survived by three brothers; and two sisters; his paternal grandparents; and his maternal grandmother.
Friends were received at the Rotruck-Lobb Funeral Home, Kingwood Chapel, where a service was held Thursday, June 16, with the Rev. Rotha Hall officiating.
Interment was in the Mt. View Cemetery in Tunnelton.
