James was a life-long resident of Cooperstown and the first of three children born to Charles Joseph Byrnes, Junior and Dorothy Mae More Byrnes. His mother died when he was six-years old and he was raised by his father. James graduated in 1960 from Cooperstown Central High School where he was known as “Gunner.” He was frequently on the honor roll and lettered in basketball and track. He was drafted into the Armed Services in 1964. James did not marry.
