Carl was the son of Grover Cleveland and Vernie Carl Pearl Bailey Thorn. He married Rebecca Fern Blankenship on September 25, 1948. They were the parents of Diana Lynn, Bobby Dean, Marvin Craft, Douglas Ross, Buddy Owen, Kenneth Kyle, David H., Ruby Arline and Hope.
