U.S. Congressman, California Governor. Educated at Hampden Academy, he moved to California, in 1849, where he engaged in the shipping business and banking. Entering politics, he presented credentials as a Republican Member-elect to the Thirty-seventh Congress and qualified under authority of a special act of Congress, serving (1882 to 1863). Not a candidate for re-nomination, he was appointed collector of the Port of San Francisco, in 1863. In 1863, he was elected as a Republican the 9th Governor of California, serving until 1867. During his administration, the California's parks system was created, the Southern Pacific Railroad was established and he founded the University of California. After leaving office, he was appointed U.S. Minister to China, serving (1869 to 1874) and engaged in banking in San Francisco, until his death.
