Bernice Louise Winters was the youngest of four children born to Jesse Fred and Mary (Eikleberry) Winters near Geff in Wayne County, Illinois on 14 December 1921. She attended Harvard Elementary School and graduated from Cisne and Fairfield High Schools. She worked as a legal and insurance secretary in Fairfield then Carmi, Illinois. Bernice married Kenneth Stephens 14 October 1944 at the Pleasant Grove Christian Church near Geff, Illinois, where of some of her family were charter members. She prided herself for being a good homemaker, wife and Mother to their three children, Nancy Kay, Martha Louise and James Richard Stephens.

Bernice enjoyed cooking, gardening, canning and freezing, sewing and needlework. She was a member of the First Christian Church in Carmi, National Society Daughters of the Revolution, White County Home Extension, and the Sew and Sew Club. She served as the leader of the Dainty Debs 4-H club for many years. She served as the President of the Brownsville School PTA and edited the school yearbook.
