William H. Foster married Rachel Hibbs in Loudoun County, VA on April 16, 1829. Evidently, Rachel died before 1860.
In 1835, William Foster gave a donation to the Town of Evansham [later Town of Wytheville] for a fire engine and other fire-fighting equipment. Coincidentally,the big Fire of 1838 in the Town of Wytheville started at W. H. Foster's tailor shop.
In 1840, William and his wife, Rachel were living in Wythe County, VA and had 7 children (4 boys & 3 girls) plus another adult female and a female slave.
The other adult female was most likely Rachel's sister, Margaret Jane Hibbs, daughter of William Hibbs and Rachel Russell, who married James C. Walker in December 1840. Mr. Walker may have been the printer who began the Wythe Journal publication in Wytheville in 1839.
In July 1850, William and Rachel had only two children living at home, John W. who was a tailor along with his father, and Susan Ann, who married in October, 1850 to Samuel Pettigrew who was a hatter at a hat factory at Kent's Mills in Wythe County. The Pettigrew family moved to Lexington, Rockbridge Co., VA where Samuel was a daguerreotypist; he died there in 1868 (Find a Grave #16626435).
In 1860, Mr. Foster was living with Opie and Mary Staite who was the Junior editor of the Wytheville Telegram newspaper publication. Another lodger was Rev. Rufus M. Hickey, a minister of the Methodist Episcopal Church South, who was from Tennessee. Mr. Foster was chosen as a trustee of the Methodist Episcopal Church South on Tazewell Street in the Town of Wytheville in 1839. He also served as Superintendent of the Sabbath School of this church for 30 years.
