Ethel was the daughter of James H Bullard and Amanda Parce Anderson. She had five siblings; Dillard G., Bruce, Ozella, Olliie, and Mildred Bullard. She married Marion Andrew Briggs, Sr. on November 2, 1923 and they were the parents of five children; Marion Andrew, Jr., Eugenia G., Rowena, Frank Newton and John Briggs. After the death of Marion, Sr., she continued to live at their farm between Clint and Fabens, Texas while the younger son, Frank Newton continued to raise cotton. She spent her time in caring for her son, John who required full-time care. She died at the home of her older son, Marion Briggs, Jr. in Pecos
